911ºÚÁÏ is a participating institution of the National Council for State Authorization Reciprocity Agreements (). This allows 911ºÚÁÏ to offer distance education programs and courses to residents of other NC-SARA states.

Students who reside in an NC- SARA state while taking 911ºÚÁÏ distance education programs and courses have the right to file complaints. 911ºÚÁÏ ensures that all concerns and complaints of students are addressed fairly and are resolved promptly. Student complaints relating to consumer protection laws offered under the terms and conditions of the State Authorization Reciprocity Agreement (), must first be filed with the institution to seek resolution.

To start the complaint process, students must follow the Student Grievance Policy.

If a student believes the complaint has not been resolved appropriately by 911ºÚÁÏ, then a complaint to the Maryland Higher Education Commission (MHEC) should be filed following .
